How to avoid sharing broad band internet connection to computers on the same network

This issue related to sharing of internet connection to number of computers on a network.

If I share my broad band internet connection to other computers on my network then I must face consequences what? abnormal usage, crossing download limits this will certainly happen because all users on the network may go for browsing different type of data so more the data is accessed or downloaded more will be the data transfere obivously more billing. Is it possible to avoid sharing the connection to all? this is something very important because sharing should be done among the important users or employees sharing to all computers on a network is meaningless and leads to sufferings of heavy bill. DHCP will help us doing this. This option is available in the modems software provided by data one.
